On 6 May 2010 Hanoi Pedagogical University 2 holds a ceremony to publicize Decision 131/QD-DHSPHN2 and 132/QD-DHSPHN2 about the establishment of the Department of International Relations-Hanoi Pedagogical University 2 (DIR-HPU2) and appointment of Dr Ta Ngoc Tri to be Deputy Head (Acting  as Head) of DIR-HPU2. After Mr Tran Tuan Ha, Head of the Personnel Department reads both Decisions on behalf of the school Mr Rector, Prof Nguyen Van Ma makes recommendations to staff members of DIR-HPU2.

         He emphasises on some tasks for staff members of DIR-HPU2 to work in the next few weeks as well as the working style he and other school leaders expect from staff members of DIR-HPU2. In the long term DIR-HPU2 will help and advise HPU2 leaders to promote academic exchanges between HPU2 with universities and non-governmental organizations. It also provides various services regarding international relations to international visitors, students or faculties visiting HPU2. Mr Rector also congratulates Dr Ta Ngoc Tri on his promotion and hopes that DIR-HPU2 will do well to contribute to the development of a strong HPU2. In his reply Dr Tri thanks Mr Rector and other leaders of HPU2 for their trust and advices. On behalf of all staff members of DIR-HPU2 Dr Tri promises with prof Nguyen Van Ma and others to do his best to fulfil tasks given by Mr Rector and other school leaders. Dr Tri also thanks Dr Vu Cong Hao for all his work on international relations before the introduction of DIR-HPU2. Finally on the witness of Mr Rector and other leaders of HPU2 Dr Vu Cong Hao has given all documents and papers regarding international relations of HPU2 to Dr Ta Ngoc Tri.
